SriLankan Airlines's Two A330-300s are not grounded as mentioned in the above News-Link. 4R-ALL and 4R-ALM are due to be delivered to PIA by the end of Feb 2017. Currently these two A330-300s are mainly serving short and medium haul flights.

The International Civil Aviation Organization (ICAO) is a UN specialized agency, established by States in 1944 to manage the administration and governance of the Convention on International Civil Aviation (Chicago Convention).
The next ICAO Air Services Negotiation Conference (ICAN2017) will take place in Sri Lanka in December 2017.

I will be very surprised if any of these carriers have the appetite for UL, especially at a time when EY is trying to divest some of its investments in other carriers, with the departure of JH.

There's plenty of stolen money available if they chose to go after the people responsible ($20 Billion at least according to the newspapers..).
Since that is unlikely the alternative will be Economic Chaos.
It's not going to be pretty but perhaps this is needed as a Catalyst for real change - not more empty promises.

PIA took delivery of 4R-ALN (cn 1604) in August and has since deployed it into service on Premier-branded services from Islamabad International and Lahore International to London Heathrow. The contract's two other A330s - 4R-ALL (cn 1564) and 4R-ALM (cn 1583) - were to have arrived before year-end. According to airline sources quoted on the SriLanka Mirror news site, the delays relate to the Pakistanis' desire to lower the overall cost of the contract by converting it into a dry-lease arrangement. In August, PIA said each aircraft would operate for eleven block hours per day for a daily cost of USD88,000 or USD264,000 for all three aircraft. The Mirror report suggests that given these overheads, PIA has been unable to get the desired returns from its investment and has now sought talks with SriLankan Airlines CEO Suren Ratwatte to revise the contract. SriLankan's board has instructed Ratwatte to find an amicable solution to the matter.
This is what happens when you have unqualified and incompetent people at all levels in the Airline.
